WE4F 2.0 - call for MSMEs and Scale-ups in Algeria, Palestine, and Syria (Track 3) - EOI Application
The WE4F 2.0 call for MSMEs and Scale-ups that operates in Algeria, Palestine, and Syria aims to support innovative businesses that address key challenges in food production through the efficient and sustainable use of water and energy across the entire value chain—from farming to end users. The initiative seeks to strengthen food security, promote gender inclusion, and contribute to poverty reduction while ensuring environmentally sustainable practices. The call focuses on solutions within the Water–Energy–Food (WEF) nexus and climate resilience, including improvements in logistics, food processing, warehousing, and digital market access. It also encourages circular economy approaches, such as sustainable packaging and food waste recycling, alongside organic farming and land restoration to prevent farmland degradation. In addition, the Programme supports innovative water reuse solutions beyond traditional agriculture and the development of sustainable, export-oriented high-value crops to enhance income generation and trade performance. Track 3 specifically targets early- to late-stage MSMEs and scale-ups operating in Algeria, Palestine, and Syria that offer innovative WEF-related or climate-resilient solutions with strong potential for community-level impact. The programme provides financial and technical support to help scale impactful innovations. Individual awards average USD 80,000, with applicants encouraged to provide at least 25% matching funds. Projects may run for up to two years, with funding disbursed in accordance with approved budgets and milestones. Applications are submitted through an Expression of Interest (EOI) process and are reviewed by the WE4F 2.0 MENA Hub, with submissions accepted until July 2026.

Through providing grants, Technical Assistance, and partnership opportunities to fast growing Water/Energy-Food Nexus and climate resilience Organizations (“innovators”) as well as supporting the enabling environment in which such innovators operate,WE4F 2.0 aims to enable 100s of thousands of end-users in agriculture and food production value chains in the targeted countries in MENA to adopt affordable water and/or energy saving solutions to enhance their resource efficiency, agriculture and food production productivity as well as their climate resilience. Therefore, the selection of the organizations for the call for MSMES and Scale-upsin Algeria, Palestine, and Syria,, and the extent they could continue to benefit from the programme, is contingent upon the provision of key information and data to be provided by the innovators to measure the impact of their solutions on end-users. Such information includes, and is not limited to, the numbers and gender breakdown of the Innovation’s end-users, the changes in income levels, the water and/or energy savings as a result of using the Innovation. Examples of documentation include locations, and contact information of end-users (e.g., from CRM systems),income ranges, savings in energy or water consumption and food produced or processes (e.g., information from data loggers, inputs backed by sales data, publications and/or primary research, etc.). WE4F 2.0 will also provide a wealth of resources, best practices, training, tools, and one-to-one support to the innovators to prepare the information required and has successfully supported 30+ innovators in MENA in upgrading their ability to document and report on key financial and impact matrices

11. Grant request and Matching Funds

Call for MSMEs and Scale-upsin Algeria, Palestine, and Syria awards are expected to be of average 80,000USD depending on the type of funding requested. The period of performance forindividual awards is up to two years; the actual period of performance for eachaward will be determined at the time of award. The regional call awardedinnovators must match the grant amount by 25%. For example, if the innovator'sbudget to scale its solution is 100,000 USD and the grant ask from the WE4F 2.0programme is 80,000 USD, the innovator must contribute with 20,000 USD in cashor in-kind. The regional call grants are disbursed on a re-imbursement basis(i.e., the grantee is to submit a monthly invoice for the Allowable Costs asdefined by the Grant Agreement as well as the needed back-up documentation andproof of matching spending
